Pursuant to the National Rules for the Selection of Candidates, and in addition to the requirements relating to membership thresholds and Victory Fund or Laurier Club participation, no Call of a Candidate Selection Meeting will be issued by the Campaign Co-Chairs until one of the following criteria respecting Nomination Contestant Search has been met:
(a) the Electoral District Association can demonstrate to the satisfaction of the BC Campaign Co-Chairs that the association has conducted an acceptable search for Nomination Contestants, including careful consideration of potential candidates who are female and who are reflective of the demographic makeup of the local electorate; or (b) the BC Campaign Committee has either conducted such a search on its own behalf, or has determined that no such search is necessary under all of the circumstances. Such circumstances may include, but are not limited to the fact that the Electoral District is presently represented by a Liberal incumbent who has indicated an intention to seek re-election. Accordingly, if they have not already done so, we encourage each Electoral District Association to immediately establish a Candidate Search Committee to carry out the requirement to engage in a meaningful search for nomination contestants. Some of the criteria (not all being required) that the Candidate Search Committee should consider are: - Recognized experience and success in politics, business, government, non-governmental organizations or the professions; - A reasonable knowledge of the social, political, environmental, cultural and economic issues facing the electoral district and the country; - The ability to communicate clearly, particularly to explain why the candidate should be nominated and why the candidate should be elected as a Member of Parliament; - Good name recognition in the electoral district; - Backing from a team of active supporters capable of winning both a nomination and an election campaign; - Enjoyment of the "rough and tumble" of nomination and election campaigns, including an ability to work hard to meet as many constituents as possible using all tested, effective processes; - Ability to build and work as an integral part of an effective campaign team; - Support from family and other important persons in the candidate's life; - Fluency in English and French with fluency in other languages being an additional asset. Upon completion of this search, the EDA should issue a report outlining the candidate search efforts to the the BC Campaign Co-Chairs through this office.
